Swiss organisations can participate in Horizon Europe and Digital Europe from 01 January 25 onwards

On 20 december 24 the President of the European Commission Ursula von der Leyen and the President of the Swiss Confederation Viola Amherd confirmed the completion of negotiations on a broad package of agreements that aim to deepen and expand the EU-Switzerland relationship. A transitional arrangement allows researchers and innovators in Switzerland to participate in almost all calls for proposals of Horizon Europe, the Euratom programme and Digital Europe, from the 2025 programme year onwards. They can apply as beneficiaries in almost all calls. The budget of the Swiss partner must be included in the total grant amount that the consortium is requesting from the EU. 

Though be aware of the following.

  • Concerning Horizon Europe: Switzerland's participation in calls for proposals in areas considered strategic by the EU (including quantum and space) will be the subject of technical discussions with the European Commission.
  • Concerning Digital Europe: Specific Objectives 3 (Cybersecurity) and 6 (Semiconductors) are exceptions; they are only accessible to EU member states and, to a limited extent, to countries in the European Economic Area (EEA).

EITHOS - European Identity Theft Observatory System

The EITHOS project, funded under Horizon Europe Cluster 3 call “Online identity theft is countered”, aims to develop a “European Identity Theft Observatory System” (EITHOS). The system will provide easy access to information and intelligence about previous and current identity theft related trends to empower EU citizens, Law Enforcements Agencies (LEAs), and policy makers to further contribute to the prevention, detection, and investigation of crimes related to online identity theft. The Cyber and Data Security Lab (CDSL), part of the Law, Science, Technology and Society (LSTS) Research Group at Vrije Universiteit Brussel (VUB), is one of the 12 partners in the EITHOS consortium, contributing its vast expertise on legal aspects of data protection, cybersecurity and information security law and policy.
