Programmes AI Continent Cybersecurity Defence NATO-EDA SpaceThe Luxembourg government has launched a new research and development (R&D) call focused on defence, moving away from dual-use projects to meet NATO requirements. The annual budget for this call is €11.25 million, aimed specifically at defence-related projects.
This call allows entities from allied and partner countries to participate as 'self-funded' partners in a consortium. As such, Belgian companies can join projects, provided they collaborate with Luxembourgish partners and fund their own participation. The call does not impose specific research themes but prioritizes areas such as materials, cybersecurity, space, circular economy, autonomous systems, and artificial intelligence. The projects must be at a technology readiness level (TRL) between 3 and 7, ranging from proof of concept to prototype.
Project idea submissions are open from September 15 to December 12, 2025.

The YoPA project, ‘a youth-centred preventive action approach towards co-created implementation of socially and physically activating environmental interventions’ obtained funding from Horizon Europe’s Health Cluster. The project addresses the multifaceted challenges of physical inactivity and health inequalities through a unique participatory approach. The project places teenagers between 12 and 18 years old in vulnerable situations at the forefront of the intervention process. The Institute of Tropical Medicine is a partner in the project and will conduct a Realist Evaluation to understand how youth co-creation contributes to improved adolescent health and well-being in four cities in Denmark, Netherlands, Nigeria and South Africa. By integrating its results and sharing its approach in an open access Toolbox, ITM aims to contribute to fostering sustainable, youth-led solutions for healthier urban environments.
