EU Missions show progress according to mid-term report

A European Commission mid-term assessment released on 15 September 2026 finds that the five EU Missions under Horizon Europe are making progress towards their 2030 goals. The assessment says the Climate Adaptation Mission has already gone beyond its target, while the other four missions are advancing through projects, partnerships and demonstration sites.

The assessment covers the five EU Missions in Horizon Europe: Climate Adaptation, Climate-Neutral and Smart Cities, Cancer, Restore our Ocean and Waters, and A Soil Deal for Europe. According to the Commission, all five are moving towards their 2030 objectives:

  • The Climate Adaptation Mission is already exceeding its target by supporting 292 regional and local authorities in putting adaptation measures in place, above the target of at least 150 communities.
  • The Cities Mission reports 107 cities with Climate City Contracts and projected emissions cuts of 76% by 2030, linked to more than €13 billion in supported or developing investment.
  • The Cancer Mission is currently on track to improve the lives of 2.3 million people by 2030.
  • The Ocean and Waters Mission has delivered 121 innovative solutions tested at 349 demonstration sites, involved 86 regions in replication work, and gathered more than 1,000 Charter Actions.
  • The Soil Mission has established 45 living labs so far and involves more than 500 real sites, with 60 to 70 additional sites expected to become operational by 2028.
