This work programme has been added to the existing Horizon Europe work programmes since 2025, with the aim to achieve EU policy goals. The topics are non-prescriptive and broadly defined. The current work programme “Horizontal activities” contains four topics: R&I support of the Clean Industrial Deal, AI in Science, Nature-postive economy and society and the bridging actions focusing on bringing innovations to the market.
R&I support of the Clean Industrial Deal
To answer the need to mobilise investments to expand the generation of clean resources, strengthen and secure competitiveness and resilience of clean tech industries and decarbonise energy-intensive industries. At the same time circularity remains a priority.
AI in Science
The European Commission launched the RAISE (Resource for AI Science in Europe) initiative. Funds for Networks of excellence, and automated labs in AI in science and a Doctoral Networks (modelled after Marie Sklodowska-Curie Aactions) are foreseen.
Transformative change towards a nature-positive economy and society
This Horizon Europe call aims to accelerate a transformative shift toward a nature- positive economy and society by strengthening biodiversity-focused research and innovation. A nature-positive economy for the European Commission is an economic model where business growth, innovation, and ecosystem restoration advance together, ensuring that economic activities result in an absolute increase in nature

Funded under Horizon Europe (HORIZON-CL5-2023-D6-01-09), running from 2024 to 2028, CLARION (Building Climate-Resilient Ports for the Future) aims to contribute to shaping a sustainable future for the maritime sector by developing and implementing innovative climate adaptation solutions. Port of Antwerp-Bruges is one of the leading European ports involved in the project.
