The EU has bilateral agreements with 20 individual countries around the world. These agreements are based on common interests and priorities, aiming to increase cooperation in research and innovation. More information about the EU-Algeria Science and Technology Agreement can be found here.
Most Horizon Europe calls are open to participants from non-EU countries, also called Third Countries. But funding is only automatically available if they are associated or if they appear in the list of Low and Middle Income Countries as listed in the Horizon Europe Programme Guide
Specific third countries can also be excluded from participation to the programme or to a part of the programme and/or to specific call topics mainly in order to safeguard the EU’s strategic assets, interests, autonomy or security.

Across Europe, many education systems face persistent challenges, including declining learning outcomes, high dropout rates, teacher shortages, and widening inequalities linked to socio-economic background. KU Leuven coordinates two Horizon Europe Cluster 2 projects that are strongly interlinked and aim to generate robust, evidence-based insights that can support more effective, inclusive, and resilient education systems across Europe.
