Programmes ERC COST Horizon EuropeAlthough Ukraine’s Association Agreement to Horizon Europe and Euratom R&T Programmes is not yet in force, Ukraine is eligible to EU funding under Horizon Europe as it has been included in the list of low-to-middle income countries in the Programme Guide to Horizon Europe.
The Commission is as flexible as possible with ongoing Horizon projects involving Ukrainian participants, in terms of reporting and deadlines for projects’ finalisation.
On 22 March, a dedicated portal ERA4Ukraine was launched to serve as a one-stop-shop for information on support to researchers of Ukraine made available at the level of EU, EU Member States and the Associated Countries, including bottom-up initiatives. It was configured under the existing Euraxess network.
Horizon4Ukraine initiative seeks to encourage ongoing Horizon projects to offer/advertise available support to researchers of Ukraine, in relation to job offers/training opportunities/social support etc. – all on voluntary basis. Please note that there is no additional budget linked to Horizon4Ukraine initiative.
The European Research Council (ERC) launched an initiative to publicize job opportunities linked to its ongoing grants - over 500 vacancies are already on offer: ERC for Ukraine | ERC: European Research Council (europa.eu)
Ukraine is a full member of COST and its researchers, regardless of their location, can apply for short-term research stays, virtual networking tools and/or join one of the action working groups under the COST Programme.

The Horizon2020 twinning project ScreenME has as its objective to enhance excellence in screen media entrepreneurship at Tallinn University (TLU). To do so, ScreenME has established a network of universities across Europe that aim to improve research into and teaching of entrepreneurship for the screen media industry. ScreenME will develop a teaching course and will kick off research initiatives and projects on entrepreneurial activities in media organisations. The research group on ‘Studies in Media, Innovation and Technology (SMIT)’ of the Vrije Universiteit Brussel (VUB) is partner in the network and is involved in two cross-cutting activities of the project: support for early stage researchers and developing stakeholder involvement.
