With this mission the European Commission wants to support regions to be climate resilient by 2030. In order to achieve this it will stimulate the development of innovative solutions while engaging at the same time with a wide range of regional stakeholders to increase the acceptance of the solutions and the policy changes needed within these regions.
This mission on adaptation to climate change is not limited to Horizon Europe but is spread out over different European programmes and it will also entail other measures to achieve its objectives.

Some regions are already further than others on their road towards full climate reslience so each region will need to follow a different path. This mission is also not limited to the front-runners but also to those that are very far behind in the climate transition. Consequently a tailor-made approach will be drawn up for each region to achieve the objectives.
Regions and communities that want to take part will need to sign the Mission Charter Before doing so they need to follow some steps and fill in several forms. Consequently an assessment of the replies and evidence provided will gauge the commitment of the regions and communities to implement adaptation measures to climate change. Regions and communities that show past, ongoing or future initiatives or the willingness to consider adaptation initiatives are invited to sign the Charter.
Already 326 regions and local authorities have signed the Mission Charter which is a sign that the Mission fosters a strong, united approach to tackling climate risks.
The calls for project proposals are not only aimed at regions and communities. Companies, universities, organisations can also be part of a consortium submitting a project. The open & forthcoming calls are available on the Funding and Tenders Portal. The following calls are open since 4 February 2026 and will close on 23 September 2026:

The EITHOS project, funded under Horizon Europe Cluster 3 call “Online identity theft is countered”, aims to develop a “European Identity Theft Observatory System” (EITHOS). The system will provide easy access to information and intelligence about previous and current identity theft related trends to empower EU citizens, Law Enforcements Agencies (LEAs), and policy makers to further contribute to the prevention, detection, and investigation of crimes related to online identity theft. The Cyber and Data Security Lab (CDSL), part of the Law, Science, Technology and Society (LSTS) Research Group at Vrije Universiteit Brussel (VUB), is one of the 12 partners in the EITHOS consortium, contributing its vast expertise on legal aspects of data protection, cybersecurity and information security law and policy.
