Main changes in the amended version of the Horizon Europe MSCA work programme

The amended version of the Marie Skłodowska-Curie Actions (MSCA) work programme has been published on the European Commission Funding and Tenders Portal. These are the main changes for the MSCA:

  • Revision MSCA Unit contributions / Lump Sums / Country Correction Coefficients which are to be used for the 2024 and 2025 calls
  • Introduction includes references to: the European Innovation Council (EIC) internship for R&I Talents Scheme; the Agreement on Reforming Research Assessment; The European Competence Framework for Researchers (ResearchComp); European Charter for Researchers (2023 update - annex II of this Council Recommendation)
  • Doctoral Networks (DN)/Postdoctoral Fellowships (PF)/Staff Exchanges (SE)/COFUND/Citizens: 2024 budget increase considering the UK Financial contribution to the programme (UK Association to Horizon Europe as of 1/1/2024)
  • DN/PF/SE/COFUND: environmental considerations in line with MSCA Green Charter added as one of the possible additional criteria to be considered by evaluation panels for ex-aequo proposals
  • All Training and Mobility Actions (TMAs): Included a specific provision in the WP as financial decision to allow increasing the maximum EU contribution leaving flexibility to cope with changes during implementation.
  • DN - Joint Doctorates (JD): Changed eligibility in JD for the delivery of joint, double or multiple doctoral degrees recognized in at least one (instead of two currently) EU Member State or Associated Country
  • DN: included criteria for defining a DN resubmission
  • DN/PF: Included instrument of appointment as permanent staff/officials with full social security coverage as equivalent direct contract for the recruitment of researchers.
  • DN/COFUND: Alignment of DN and COFUND with PF for part-time less than 50% for medical reasons. Same footnote as for PF included as well for DN and COFUND
  • PF: clarifying part-time for the outgoing phase is only allowed for personal/family reasons
  • DN/PF/COFUND: clarified the mobility rule regarding country of main activity
  • SE calls schedule: changed timetable of the SE and COFUND calls 2024
  • SE/COFUND: Simplification/consistency regarding requirements for Letters of Commitment (LoC)
  • Support to Marie Curie Alumni Association (MCAA): reference to MCAA members, chapters and working groups as third parties deleted plus adaption of procurement contract for reimbursement
  • MSCA4Ukraine: Inclusion of a new grant to identified beneficiary for a financial top-up (€10 million) of the ongoing MSCA4Ukraine grant. Expected opening of the next call in May 2024.
  • MSCA Danish Presidency Conference: inclusion of a new grant to identified beneficiary to support the organization of an MSCA Presidency Conference during the 2025 Danish Presidency (second half 2025)
  • Inclusion of a new call in 2024 for a Coordination and Support Action (CSA) to support MSCA Feedback to Policy. Expected opening of the call: 25 April 2024 and deadline: 3 September 2024.

The RI provides the tools for long-term analysis highlighting the dynamics of the past and the way those dynamics structure our present and future.

The EURHISFIRM European project received € 3.4 million in financing from the European Commission through the H2020-INFRADEV-2017-1 research infrastructures call. The project started with a consortium of eleven research organisations (including University of Antwerp) from seven European countries.
