The European Commission has proposed a European Innovation Act aimed at helping innovative ideas move from research to market and scale across the EU. It was presented publicly on 9 September 2026.

The European Innovation Act, proposed by the European Commission, is presented as a key action under the EU Startup and Scaleup Strategy and the Competitiveness Compass for the EU. It aims to strengthen the Single Market for innovation by addressing two main barriers to commercial success:

  • Creating a harmonised EU framework for research and development procurement.
  • Creating an EU-wide framework for the valuation of intellectual property.

Target group: researchers, universities, research organisations, start-ups, scale-ups, SMEs, larger companies, investors, and public procurers.
