ProgrammesWith the deadlines for the Horizon Europe Cluster 3 “Civil Security for Society” 2026 calls approaching, it is a good moment to revisit the additional eligibility conditions that apply specifically to the Cluster 3 destinations managed by the European Commission and to reflect on the lessons from the 2025 evaluation results.
The recently published infosheet "Practitioner participation in Cluster 3 ‘Civil Security for Society’ calls: key requirements and common errors” provides a summary of the additional eligibility criteria for Cluster 3, highlights common errors that may lead to ineligibility, and describes how to avoid them.
The 2026 deadlines for Cluster 3 calls are 15 September for the Cybersecurity topics managed by the European Cybersecurity Competence Centre (ECCC) and 5 November for the remaining Cluster 3 destinations managed by the European Commission.

The ROOT project obtained funding under Horizon 2020 topic ‘EGNSS applications fostering societal resilience and protecting the environment’. The project, which ran from November 2020 to July 2022, aimed to demonstrate the benefit of Galileo OSNMA signal to increase the robustness of critical telecom infrastructures.
The Flanders-based company Septentrio contributed substantially to completing this objective together with the other ROOT partners. The results of the project partially close a gap in the security of telecommunication networks dependent on satellite-derived time, with indirect benefits in curbing illegal attempts to disrupt network services.
