As part of the Commission’s new approach to better implementation and simplification, Ekaterina Zaharieva, Commissioner for Startups, Research and Innovation, is engaging directly with stakeholders through Implementation Dialogues. The theme of the dialogue will be attracting and retaining research talent in Europe. Background
Implementation Dialogues are a consultation tool at the political level launched in the spring of 2025. The main purpose is to strengthen and boost European competitiveness by seeking feedback from stakeholders to facilitate the implementation of EU policies and the simplification of EU rules and spending programs. The previous two Implementation Dialogues were on Startups and Scaleups and implementation and simplification of Horizon Europe.

Funded under Horizon Europe (HORIZON-INFRA-2024-TECH-01-03) and running from 2025 to 2028, UrbanAIR develops advanced digital twins that simulate the interactions between urban climate, human behaviour, and policy choices. These models enable cities to explore what-if scenarios, such as new green infrastructure, mobility measures or building designs, and assess their impacts on health, safety and social equity.
